Oak Brook Reserve Master Plan
Oak Brook, IL
Penn State University Park’s East Halls represent a significant and transformative residential reinvestment. Spanning 24 acres and serving approximately 5,000 beds, the vision plan strengthens campus identity while enhancing the daily student experience.
LJC developed a comprehensive framework that redefines building and site relationships, clarifies pedestrian and vehicular circulation, and reinforces East Park Avenue as a prominent campus edge. The plan knits together multiple quadrangles and open spaces to create a cohesive residential district grounded in connectivity, safety, and long-term operational performance.
Major improvements include a new 330-bed residence hall, 13 renovated residence halls, enhanced open spaces for recreation and gathering, new sports courts, dining terraces, and improved pedestrian networks. Sustainability and preservation strategies, including detailed tree analysis and infrastructure planning, support long-term resilience.
Through an acceleration study evaluating 16 phasing scenarios, LJC reduced the projected construction duration from 12 years to as few as 7 years, enabling the addition of a 425-bed residence hall and delivering critical improvements sooner.
The result is a revitalized residential precinct that supports student life today while positioning East Halls for continued evolution.
This project will be implemented in multiple phases over 7 years. Major improvements include a new 330-bed residence hall, 13 renovated residence halls, programmed open spaces for active and passive uses, sports courts, dining terraces, and improved pedestrian/vehicular circulation.
